Argentina Files Criminal Charges Against Company For ’False’ CPI Reports

Argentina stepped up its pressure on economists who say the government has underestimated inflation in its official reports for more than four years by filing criminal charges against research company M&S Consultores SA.

Interior Commerce Secretary Guillermo Moreno filed charges against M&S on July 8, saying the company stood to profit by claiming prices in South America’s second-biggest economy are rising faster than the 9.7 percent annual rate reported by the national statistics institute. In February the government began fining economists 500,000 pesos ($121,000) for saying prices were rising as much as 25 percent per year.


“The false information generated by the consultant, intended to benefit not only the company but agents in the financial market who are clients of the company, with extraordinary profits, does damage to consumers and the state,” according to a statement on the government’s website. “If M&S were successful in convincing the community of the veracity of its inflation, we would have an annual adjustment of between 12 percent and 23 percent over current values.”

A call to M&S Consultores’s Buenos Aires office after regular business hours wasn’t answered.

Analysts including former Economy Minister Roberto Lavagna say the government’s reports have underreported inflation since January 2007, when then-President Nestor Kirchner began changing personnel at the national statistics institute in a bid to “improve operations.” The government invited the International Monetary Fund to visit the country last year to help create a new inflation index.

‘No Foundation’

“There is no foundation for these charges,” Mariano Lamothe, chief economist at Buenos Aires-based research company Abeceb.com, said in an interview yesterday. “It’s an attempt to silence the voices who since 2007 have said the government’s reports are false. It’s another way to threaten economists.”

Argentina’s inflation-linked bonds have fallen 11.7 percent this year as the government fined economists and failed to react to the recommendations made by the IMF in its report, which wasn’t made public. Similar Brazilian debt has returned 3.5 percent this year.

A group of congressmen released a report June 14 saying prices rose 23.5 percent from a year earlier, basing their data on the average estimates of eight analysts, all of whom face fines if they publish their findings.

Lawmaker Challenge

Patricia Bullrich, one of 16 lawmakers in the 257-member lower house to endorse the report, challenged Moreno at the time to fine lawmakers in the same manner as economists.

“Let’s see if Moreno fines us now, let him come fine us,” Bullrich said in an interview on Radio 10.

Graciela Bevacqua, who was fired in 2007 as head of the consumer price index division at the statistics agency, was assessed the maximum fine earlier this year. Other researchers that have been punished include Buenos Aires-based Abeceb.com, Finsoport and Estudio Bein & Asociados.

Economia & Regiones SA, based in Buenos Aires, said March 16 it will stop releasing its monthly price index because of “unjust persecution.”

Renowned Argentine singer shot dead in Guatemala

Facundo Cabral, 74, a famous singer in the Spanish-speaking countries, was shot dead in Guatemala. Argentine-born singer was shot in his car on the way after a gig at the Central American country.

Cabral, Saturday (07/09/2011), was on his way to the airport to fly to a nearby area with Nicaragua, to a gig at the next show. However, suddenly gunmen attacked his car.

"I do not know how and why this happened, because Facundo well-known in the world and I do not know why someone is interested to kill him," said Facundo late

Ese es el panorama que describe el desabastecimiento de combustible en la provincia. Falta nafta y ahora, en algunas estaciones de servicio, también está empezando a escasear gas.

Los conductores deben recorrer toda la ciudad para poder cargar nafta y continuar circulando con sus vehículos. El problema del gas aún no está tan acentuado. Ayer se estaba vendiendo casi con normalidad, salvo en algunas estaciones en las que había baja presión, motivo por el cual debió suspenderse la carga.

El Tribuno realizó una recorrida por las estaciones de servicio de distintos puntos de la ciudad.

En las que se estaba cargando nafta había gran cantidad de conductores esperando en sus autos para poder aprovisionarse de este combustible.

Las largas colas que hacía la gente se traducían en varias horas de espera que, en muchos casos, desataron enojos y peleas entre los clientes.

En algunas estaciones se vendió nafta de manera restringida, con cupos de $50 y, en otras, de hasta $100 por vehículo. Otra modalidad fue la restricción de la venta por turnos.

Los trabajadores de muchas de las estaciones de servicio que no contaban con el suministro de combustible dijeron ayer que estaban a la espera de la llegada de los camiones cisterna, por lo que hoy podrían estar ya brindando su servicio de manera totalmente normal.

Corruption scandal hits Argentina's Mothers group

BUENOS AIRES, Argentina (AP) — The influential rights group Mothers of the Plaza de Mayo is struggling with a corruption scandal that forced it to fire a top executive accused of misusing taxpayer funds meant to build housing for the poor.

The group is a close ally of Argentina's presidency and the scandal could have political consequences with only months to go before the Oct. 23 election. President Cristina Fernandez enjoys a wide lead in the polls and is favored to win re-election should she announce her candidacy this month.

The judicial investigation has already been broadened to include any politicians and government appointees found to be involved in the scandal.

"If there wasn't complicity, there was negligence in terms of government controls. This case is yet more proof that the controls aren't working in Argentina," Ricardo Alfonsin, the president's leading challenger, said in an interview he promoted on Twitter.

On Wednesday, opposition members of Congress called for more transparency and controls in government spending, and governing party deputies defended the Mothers group as key to the president's populist programs.

The human rights group began during the 1976-83 dictatorship when its founders demanded information about their children who had disappeared in the military junta's campaign to eliminate political dissenters. In recent years, the group has evolved into a political movement that backs specific candidates and unions, is a fixture at governing party rallies, and runs a wide range of social programs as well as radio and television stations.

Since 2008, the government has given the Mothers group about $187 million for more than 2,000 housing and related construction sites, Deputy Public Works secretary Abel Fatala told a congressional committee Wednesday. But he insisted that local officials, not the federal government, were responsible for making sure the money was properly spent.

Opposition leaders said the Mothers and federal officials showed a shocking failure of responsibility.

Fernanda Reyes, a deputy with the opposition Civic Coalition, said that since 2004, only 35 percent of housing that should have been built with taxpayer money was actually finished. A Peronist party deputy, Gustavo Ferrari, countered that the Mothers group is now Argentina's second-biggest housing builder in terms of the number of people it employs.

Sergio Schoklender, the right hand of the Mothers' president, Hebe de Bonafini, is accused along with his brother Pablo and more than a dozen others of fraud, money laundering and illegal enrichment. Prosecutor Jorge Di Lello's complaint alleges Schoklender made a series of suspicious operations that shifted taxpayer funds into businesses he owns.

While earning about $16,000 a year to help Argentina's poor, Schoklender amassed a 19-room mansion, Ferrari and Porsche sports cars and a yacht, according to the opposition Clarin newspaper. Schocklender also frequently flew around the country in private jets, the paper said.

Judge Norberto Oyarbide has barred the Schoklender brothers from leaving Argentina and ordered a series of raids to recover documents. At one point, Sergio Schoklender showed up unexpectedly at court to give the judge evidence such as receipts, bank statements and other financial documents that he said would prove he committed no crimes, according to his lawyer, Adrian Tenca.

The government, meanwhile, has moved forcefully to support Bonafini and fix any blame on those who worked for her.

Bonafini, who visited the presidential palace Wednesday, is seeking to distance herself from the Schoklenders, whom she had treated like sons. She founded the group after her own two sons disappeared during the military dictatorship and long defended the Schoklenders, who were released early from life terms in prison after killing their parents in a 1981 crime that shocked Argentina.

"I'm neither the first nor the last mother whose son gets into big trouble," Bonafini told the pro-government Tiempo Argentino on Sunday in an interview that set the tone for this week's wagon-circling. "The accusations are against the legal representative, who was Sergio, and against his brother, and if they committed crimes they will have to pay."

The formal complaint doesn't directly target the Mothers group but raises questions about its activities and the conduct of government officials who directed millions of dollars to its public works projects, apparently without enough controls.

The case has drawn criticism from some of the group's traditional allies, such as Adolfo Perez Esquivel, who was imprisoned by the dictatorship for his human rights work and won the 1980 Nobel Peace Prize for drawing attention to the junta's abuses and condemning political violence.

"I believe there's a great responsibility on the part of the government to determine the controls, audits, submission of receipts, because this doesn't involve pocket change — it's millions and millions of pesos," Perez Esquivel said.

He also questioned the Mothers group for going beyond its traditional mandate to get involved in pro-government political causes. Another group, the Grandmothers of the Plaza de Mayo, also is a close supporter of Fernandez, but remains more focused on its core mission of seeking justice for the dictatorship's human rights victims.

Fernandez's Cabinet chief, Anibal Fernandez, argued in his weekly opinion column that opponents will try to use the scandal to justify a frontal attack on human rights gains in Argentina.

"What's done is done and you have to investigate it," he wrote. "But they're trying to blame the heart of the human rights groups."

Argentina’s New Hot Export? Polo Boots for Chinese Women


A long-simmering trade dispute between China and Argentina may be finally settling down thanks in part to some highly unlikely common ground: the sport of polo.

For most of last year, South America’s second-largest economy and Asia’s largest economy have not been playing nicely. Argentina was raising restrictions on a range of Chinese manufactures. China, in retaliation, slammed the door on Argentinian soyoil, of which the South American country is the world’s largest exporter and, until the spat, China’s largest supplier. Argentina used accounted for 77% of the Chinese soyoil market in 2009. Last year, its share plummeted to 12%.

Lately, the situation has begun to improve, with a deal to resume soyoil shipments announced last week. The arguably more surprising development, however, has to do with another Argentine product.

In Beijing for a high-level trade mission this week, the secretary of Argentina’s Footwear Industry Chamber Horacio Moschetto told Dow Jones Newswires that Argentine shoe makers had managed to tie up orders from China. And while he wouldn’t say precisely how many shoes were involved, he did let on that a big part of the deal involved polo boots.
